The signing of the EPC and PMC contracts for the Dung Quat Refinery Upgrade and Expansion Project marks a significant transition from the preparation phase to actual implementation. This is not only a milestone for Binh Son Refining and Petrochemical Corporation (BSR) but also contributes to enhancing Vietnam's energy self-sufficiency and promoting its industrial supply chain.
Large-scale project to enhance production capacity.
With a total investment of approximately VND 36,397 billion, the project will increase processing capacity from 148,000 to 171,000 barrels of crude oil per day, while comprehensively upgrading technology to produce fuel that meets Euro V standards, fulfilling environmental requirements and the trend of sustainable development.
In addition to expanding capacity, the plant also increases its ability to receive and process various types of crude oil, enhancing production flexibility and resilience to fluctuations in the global energy market.
Modern technology and management according to international standards.
The project integrates numerous proprietary technologies from leading global corporations such as Axens (France), UOP and Merichem (USA), KT – Kinetics Technology (Italy), and Worley (Netherlands), aiming to optimize operational efficiency, improve product quality, and reduce emissions.
According to the plan, the project will be implemented over 37 months with the goal of being operational in 2028, ensuring criteria for safety, quality, progress, and investment efficiency.

The expansion of the Dung Quat Refinery not only strengthens the capacity of the petrochemical industry but also creates additional demand for the transportation of raw materials, industrial equipment, goods, and logistics services throughout the construction and operation phases.
